Als politieke partij wil je steeds meer verbinding krijgen met je kiezers. Hiervoor goed en helder worden gecommuniceerd. Eén van de middelen die hierop duidelijk inspeelt is Social Media. Anno 2011 kunnen we hier niet meer omheen. Overal wordt Sociale Media gepromoot als een belangrijke schakel in het contact met de burgers en de eigen kiezers.

Daarom gaan we als Christen Unie, in de gemeente Bunschoten ook via Social Media communiceren. De website is al aangepast en verschillende rubrieken zijn gewijzigd. Alles vanuit de invalshoek dat het voor de kiezer gemakkelijk moet zijn de meest recente informatie te krijgen. Bovendien biedt het ons als partij de mogelijkheid nog sneller in te spelen op allerlei actuele zaken. .

Vanaf deze maand beginnen we met twitteren en een weblog. Fractielid Walter Koelewijn gaat via Twitter berichten van de ChristenUnie fractie tweeten. Ben Koelewijn zal als bestuurslid met informatie over het bestuur naar buiten komen.

Als fractievoorzitter ga ik starten met een weblog. Het is de bedoeling om dat in ieder geval met enige regelmaat te bloggen. Het streven is eens per 14 dagen. Maar als er aanleiding toe is, kan dit ook vaker zijn.

Mijn insteek is om niet de feiten te herhalen, maar om achterliggende argumenten te wegen. Ik wil proberen andere invalshoeken te belichten of zaken vanuit een helikopterview te bekijken.

In de Bunschoter van eind april had ik in de rubriek ‘Voor de (d)raad’ al aangekondigd dat er in mei verschillende kwesties op de agenda stonden, die veel discussie en stof tot spreken zouden opleveren. Die voorspelling is uitgekomen. Het voorstel om vier kunstgrasvelden aan te schaffen voor de clubs op de Westmaat en het Speelbeleid heeft heel wat discussiestof opgeleverd. Nu de stof is neergedwarreld, is het tijd voor een terugblik. In ieder geval was duidelijk dat het onderwerp leefde: de tribune zat vol.

Het standpunt van de ChristenUnie in deze kwestie is van meet af aan duidelijk geweest. We hebben met de voetbalclubs een zakelijke overeenkomst met spelregels. Dit betekent dat: de gemeente zorgt voor de velden en de clubs de huur betalen voor het gebruik van de velden.

De clubs vragen al langere tijd om uitbreiding, omdat ze zitten met een capaciteitstekort. Dat onderwerp is regelmatig een punt van gesprek geweest. Als fractie hebben we het standpunt ingenomen dat wanneer je de spelregels wilt wijzigen je dat van te voren kenbaar moet maken.

Concreet betekent dit dat wanneer we als politiek de zaak anders willen aanpakken, we dat ruim van tevoren kenbaar moeten maken, zodat ook de clubs daarop in kunnen spelen. Wij hebben als CU-fractie ook het standpunt ingenomen dat de tijd is aangebroken kritisch te kijken naar de rol die we hebben als gemeente of we op deze manier door moeten blijven gaan. De verenigingen blijven groeien en dat betekent dat er op termijn mogelijk nieuwe verzoeken komen om nieuwe velden aan te leggen.

Het argument dat je hoort en leest is dat je in een tijd van bezuinigingen kritisch moet kijken naar dit soort uitgaven. Terecht dat daar ook kritisch naar gekeken wordt. De keerzijde ervan is dat er al bijna twaalf jaren voor is gespaard om in juni 2011 nieuwe velden aan te leggen.

In de discussie kwam het CDA met een eigen standpunt. Een standpunt dat ons heeft verbaasd. Want terwijl IJsselmeervogels voor de wedstrijden het liefst nog een vijfde veld zou willen (laten) aanleggen, kwam deze politieke partij juist met het voorstel één kunstgrasveld en één gewoon grasveld aan te leggen. Dat zou het tekort echter alleen maar groter maken en dus geen oplossing zijn voor de huidige capaciteitsprobleem.

In de pers is geschreven dat we als Christen-Unie fractie ons niet zouden interesseren voor Eemdijk. We zouden er niet eens zijn geweest. Afgezien van het feit dat het eerste pertinent niet waar, een lid van onze fractie komt er met enige regelmaat, hebben we verschillende keren contact gezocht met leden van het bestuur. Bovendien is het niet zo dat we Eemdijk geen kunstgrasveld gunnen. In het coalitieakkoord is afgesproken dat de capaciteit het criterium was voor uitbreiding ja of nee. Een onderzoek volgens de onafhankelijk normen heeft aangetoond dat er geen capaciteitsprobleem bij Eemdijk is.

Een ander punt is dat we als ChristenUnie fractie ook kritisch willen kijken of we in de toekomst op deze manier met de clubs moeten blijven omgaan. Het patroon is vaak hetzelfde: de clubs hebben een tekort aan velden, melden zich bij de gemeente en de gemeente moet maar zorgen voor velden. In het land zie je steeds meer dat clubs kunstgrasvelden aanschaffen. Maar tegelijk lees je dat in dit soort situaties niet alleen de gemeente opdraait voor de kosten, maar dat clubs ook zelf een bijdrage leveren en een deel van de kosten van de aanschaf zelf betalen. Iets om in de nabije toekomst ons als politiek op te bezinnen.

Daarnaast hebben we als fractie gepleit voor een meer integrale aanpak. Te vaak en teveel ‘eisen’ clubs dat ze nieuwe velden krijgen voor eigen gebruik. Wij willen er juist er naar toe dat in de toekomst clubs, als er een capaciteitsprobleem is, eerst kijken naar mogelijkheden om te spelen bij de buurman of een ander beschikbaar veld in het dorp.

Als dat het geval is kan Eemdijk naar ons idee ook ‘profiteren'.

Het gebruik maken van elkaars faciliteiten is iets wat bij scholen ook al plaatsvindt.

Dit is tot nu toe niet gebruikelijk in de voetbalwereld, maar het is wel iets waar we serieus over na moeten denken. Ook al ligt dat gevoelsmatig moeilijk en zal het in organisatorisch opzicht ook wel een stuk creativiteit vragen.

Samenvattend ben ik van mening dat we ChristenUnie fractie hierin een helder standpunt hebben ingenomen. Ook betrouwbaar, omdat we de spelregels niet tussentijds hebben gewijzigd. Tegelijk is de discussie daarmee niet afgerond, maar willen we ons met het oog op de toekomst waarin voetbal een belangrijk deel blijft van de spakenburgse cultuur blijven bezinnen op de rol van de politiek.
