In hoeverre is het tijdstip waarop de horeca in de nacht van zaterdag op zondag sluiten voor u (nog) een principieel aangelegen punt?

De sluitingstijd van de horeca is op dit moment 2.00 uur. De verschuiving naar dit tijdstip heeft destijds veel stof tot discussie opgeleverd, waarbij uiteindelijk een groot van de raad voor het verruimen stemde. De ChristenUnie, toen nog opgesplitst in GPV en RPF, heeft daar toen tegengestemd. Argumenten die toen werden aangevoerd waren inbreuk op de zondagsrust, overlast voor de omgeving en de zorg over de toename van het alcoholgebruik. Het principiële punt, namelijk een inbreuk op het karakter van de zondag, wordt door het opschuiven van de openingstijden alleen nog maar sterker. De kans op overlast wordt door deze maatregel alleen maar groter. Dat betekent ook een toename van overlast voor de omwonenden.

De Christen Unie vindt ook dat naast het punt van de zondagsrust, de omwonenden ook een belangrijke partij zijn die moeten worden gehoord. De onrust die er soms in het centrum van het dorp is, heeft ook consequenties voor hen.

Zou wat u betreft een wijziging van de huidige horecasluitingstijden in uw gemeente wenselijk zijn? Waarom? Is daarvoor draagvlak?

De ChristenUnie is tegen het verruimen van de openingstijden van de horeca. Als je kijkt naar de argumenten die destijds werden gehanteerd zou je zelfs de conclusie kunnen trekken dat die niet het resultaat hebben opgeleverd wat werd verwacht. Terugdraaien van de openingstijden zou dus de beste optie zijn. Daarvoor zal helaas geen draagvlak zijn, zo schatten wij in.

Wat daarnaast belangrijk is, is dat de discussie over de sluitingstijden het zeer belangrijke punt, namelijk het (overmatig) gebruiken van alcohol door jongeren naar de achtergrond lijkt te gaan verdwijnen. We zijn als ChristenUnie blij met het besluit de leeftijdsgrens omhoog te trekken naar 18 jaar. Dat betekent dat jongeren later alcohol mogen gaan drinken, wat hun gezondheid ten goede komt. Het is en blijft belangrijk van cruciaal belang aandacht te vragen voor het nuttigen van alcohol op jonge leeftijd. Vooral vanwege de schadelijke effecten op de ontwikkeling van de hersenen en de gezondheid. Het verruimen van de sluitingstijd heeft daarnaast waarschijnlijk het nadelige effect dat het indrinken vooraf nog langer gaat duren en dat de bezoekers nog later naar de horecagelegenheden zullen gaan. Met als negatief effect dat er nog meer gedronken gaat worden en daarmee de problemen op het terrein van de volksgezondheid nog groter worden.
